IMPORTANT SECRET
The text of the Indonesian reply [1] dated July 5th (omitting
instruction portion) is given in my immediately following
telegram. [2] The local authorities consider it unsatisfactory and
evasive and have so reported to The Hague whose instructions are
now awaited.
