44 Mr F. Strahan, Secretary of Prime Minister's Department, to Mr L. R. Macgregor, Government Trade Commissioner in the United States

Cablegram unnumbered 6 February 1940,

Casey [1] sailed 2nd February 'Monterey' take up duty Washington.

Glasgow [2] sails 1st March 'Mariposa' for Ottawa. Decided status
Trade Commissioner establishments U.S.A., Canada and existing
channels of communication with Departments in Australia remain
unaltered. You will recognise that Minister at Washington and High
Commissioner at Ottawa are the senior representatives of Australia
in their respective countries and essential they be kept informed
of any important matters and consulted where thought advisable by
our Trade Commissioners in North America. Specifically our Trade
Commissioners will be expected to place themselves at the disposal
of the Minister or High Commissioner when called upon by them for
advice or services on specific questions. Ellen [3] should be
advised appropriately. [4]

2 High Commissioner designate to Canada.

3 Assistant Trade Commissioner in Canada.

4 In a memorandum dispatched to Strahan on 6 February 1940 (on
file AA: A461, A348/1/15) Macgregor reported his willingness to
cooperate with Casey and Glasgow and to carry out the instructions
contained in this cablegram.
