Cablegram 97 15 March 1940,

MOST SECRET

Your telegram No. D.84. [1] Anglo-French declaration. His
Majesty's Government in the Commonwealth of Australia has given
careful consideration to draft of declaration as supplemented in
your telegram under reference. It regrets that it has not proved
possible to secure the unanimity of all Dominion Governments as
regards association of the Dominions with the declaration, but
desires to express its agreement with the present draft as best
meeting the needs and circumstances of the occasion. [2]

meeting of the Allied Supreme War Council on 28 March 1940 and the
declaration published forthwith.
