Summary of publication

This document is a joint financing grant agreement between AusAID, the UK Department for International Development (DFID), and the Government of Vietnam, represented by the Ministry of Industry and Trade (MOIT). It explains the understandings, intentions, responsibilities and contributions of the donors as financial supporters of the program. The agreement was originally signed between the two donors and Office of Government in early 2007. After 2 years of implementation (Phase I), the Program was moved to MOIT by means of a Prime Ministerial Decision. In 2010, the agreement was amended to accommodate this change for Phase II.
