Summary of publication

This design document describes the program strategy, implementation arrangements, evaluation and budget details, and the context and reasoning for AusAID's and the UK Department for International Development's (DFID) involvement in the Beyond WTO Phase II Program.

The program is a five year flexible, Government of Vietnam executed technical assistance program. The overall goal of the program is to strengthen the Vietnam Government's capacity to manage Vietnam's integration into the global economy. To achieve this goal, Beyond WTO supports the implementation of Vietnam's WTO commitments and other international and regional agreements by:

1. strengthening the institutions of a market economy to help Vietnam attain the recognition as a market economy by trading partners
2. addressing social and economic consequences of integration for the rural sector
3. building capacity to coordinate and manage integration, and
4. implementating provincial action plan activities.
