Summary of publication
This document includes quality assessment and ratings for Vanuatu Technical and Vocational Education and Training (TVET) program Phase III, and next steps to finalise the design.
The Quality at Entry Report rated the Phase III design:
- 'very high quality' (6) for relevance
- 'good quality' for effectiveness, efficiency, gender equality, and analysis and learning
- 'adequate quality' for sustainability.
It recommended further work to:
- revise the program objectives, include a clear program logic and strengthen M&E
- strengthen risk management
- incorporate mid-term cost-benefit analysis
- increase emphasis on donor harmonisation
- add a communication strategy
- include management roles for women
- a stronger strategy and measures to meet training needs of people with disabilities
- dissemination of lessons with other Pacific programs
- increased attention to skills develoment in policy dialogue with Government of Vanuatu
- better integration of TVET in education sector planning and management.
