Vanuatu TVET Sector Strengthening Program: phase II final evaluation report

Summary of publication

This document details the findings of the final evaluation of the Vanuatu TVET Sector Strengthening Program Phase II, conducted May 2012.

The evaluation concludes that the TVET Sector Strengthening Program has succesfully implemented ambitious reforms to Vanuatu's technical and vocational education and training system and has demonstrated progress towards its long-term outcomes.

The evaluation found that the program built effective collaboration between disparate stakeholders, and created a service delivery model that respond to provincial economic priorities and industry training needs.

The evaluation highlights successful features such as:

  • efficient and effective use of existing technical training and business support structures
  • effective capacity building that strengthened local ownership
  • effective use and accreditation of sectoral experts as trainers; training provided close to villages and communities where most people live
  • increased access to new education pathways, jobs and improved incomes for both women and men (although inequalities still exist).
