The design complements the Mama Graon Program and the same managing New Zealand's design for strengthening Vanuatu's Customary Land Tribunal and improving the information management systems of the Department of Lands. The design complements the Mama Graon Program and the same managing contractor will deliver both programs.
The goal of New Zealand's support is to reduce poverty through sustainable development of customary lands and improved land information systems. The two objectives are: 1) a strengthened Customary Lands Tribunal consistent with the Government of Vanuatu's national plans (e.g. to improve dispute resolution with increased emphasis on mediation first, and streamlined tribunal processes second); and 2) a land information management system that meets current and future needs and supports economic development (e.g. so government and the private sector can easily use land information--such as maps, surveys, and land lease, land parcel and land valuation records--from the Department of Lands to support development).
