Vanuatu Police Force Capacity Building Project Mid-term Review (December 2008)

Summary

Assesses the effectiveness of the Vanuatu Police Force Capacity Building Project's support to the Vanuatu Police Force, its contribution to law and justice in Vanuatu, and recommends how to maximise the effectiveness of on-going support.

Description

The mid-term review highlights the following project achievements: strong Vanuatu Police Force ownership and leadership of the project; improvements in formal training through the (now accredited) Vanuatu Police Training College; successful completion of two recruit training programs for workforce renewal (59 graduates including 16 female constables); completion of Southern Command Headquarters building, Port Vila and Luganville Police Stations, refurbishment of the Vanuatu Police Training College, and some police posts; and some improvements in the planning and management of police operations. The review identifies a need for medium to long term strategies to address the following constraints: workplace skills (to improve police response to calls for assistance and community visibility/relations); communication, budget and financial management (to effectively address serious budget constraints, including engagement with the Ministry of Finance and the Ministry of Internal Affairs); legislation review; and restructuring the Vanuatu Police Force to improve efficiency and effectiveness.
