Summary of publication
This is the framework for the next phase of Australia's contribution to Vanuatu law and justice sector, following the Vanuatu Legal Sector Strengthening Program (2000-2010).
The concept paper recommends explicitly assisting the Government of Vanuatu to lead, plan, budget, develop policy and deliver services (including policing) in the law and justice sector as a whole.
The approach includes coordinating with other donors and related programs including New Zealand's assistance with correctional services and the World Bank's Justice for the Poor program. The paper notes that access to justice for the majority of Vanuatu's population who live outside urban centres has not been improved through the previous focus on central Government of Vanuatu agencies. It highlights unmet needs in rural communities, among women, among youth and for people with disabilities. It states that chiefs, churches and other community leaders need to be involved in developing a long-term sustainable approach.
