Vanuatu Land Program: quality at entry report

Summary of publication

The QAE rates the design of the Vanuatu Land Program 'good quality' (5) on clear objectives, monitoring and evaluation, and analysis and learning. It rates the design 'adequate quality' (4) on sustainability, and implementation and risk management. It identifies 14 tasks for the design team and 4 tasks for the department to finalise the design and proceed to implementation.

The QAE states the design team will update the design to clearly show how the land program supports Vanuatu's Land Sector Framework, including recognition and safeguards for vulnerable groups and appreciation of custom. The design team will also simplify M&E, produce a sustainability strategy and design measures for addressing potential corruption.

The QAE states that the department will resolve uncertainty about funding, discuss joint adminstration with New Zealand, and improve cooperation with relevant partners (Government of Vanuatu, New Zealand and other donors).
