This second status report reviews progress according to the updated guidelines on Millennium Development Goal (MDG) reporting. A trend analysis highlights the status and progress on the MDGs. The report intends to offer an analytical perspective of Tonga's progress to date-including an analysis of what is working and what isn't-taking into account new challenges such as the global economic and financial crises.

The main quantitative instruments used in this report are the population censuses of 1986, 1996, and 2006, as well as Household Income and Expenditure Survey (HIES) for 2001, and the preliminary results for the 2009 HIES, with additional data from line Ministries.
