Tonga Health Systems Support Program: Australian Support Framework Design—August 2009

Summary of publication

This document sets out the design of the Tonga Health Systems Support Program–Australia's support for the Tongan Ministry of Health to manage a suite of health system improvement projects.

Objectives of the support are to enable the MoH to implement its three-year Corporate Plan in respect of priorities it identifies for health system improvement, fund critical service delivery deficiencies, and manage, use and report on Australian funding using GoT systems.

A major focus is on Corporate Plan targets of reduced prevalence of non-communicable disease risk factors (including tobacco use and obesity), and an increase in the budget for preventive health care.

The document covers in detail the strategic context, the program description, and implementation issues, including management and governance, monitoring and evaluation, sustainability, equity, child protection, environment, anti-corruption and risk management.
