Summary of publication
This document is a design framework Australia's assistance to capacity building of the public sector in East Timor from 2006–11. It analyses capacity building needs and states where priorities for Australian support priorities lie. It describes the program's various modes of assistance, operational and management arrangements, and the performance assessment framework–including a risk management strategy.
