This document is the annual report for 2008 on first-year progress of the Pacific Non-communicable Disease Programme.

The report notes that work in the first year focussed on clarifying the governance structure and responsibilities. The World Health Organization and Secretariat of the Pacific Community established a coordination mechanism and initial activities. Country level implementation was delayed, with only one country (Vanuatu) ready to receive a large grant in 2008.
