This document expresses the understandings, intentions, responsibilities and contributions of the Governments of Australia and the Philippines with regard to the Philippines Australia Human Resource and Organisational Development Facility. This Facility is a 5 year program. It aims to support human resource development and broader organisational reform, to enhance the effectiveness of programs under the Australia Philippines Development Assistance Strategy.
