Shaping Inclusive Finance Transformations (SHIFT) Mid-Term Evaluation

Summary of publication

The United Nations Capital Development Fund (UNCDF) and the Australian Government jointly launched the Shaping Inclusive Finance Transformations (SHIFT) in the Association of Southeast Asian Nations (ASEAN) Program in 2014. SHIFT works to create inclusive financial markets by expanding access and usage of financial products and services to low-income people, especially women. It delivers activities in Cambodia, Lao People's Democratic Republic, Myanmar, and Vietnam.

The Independent Mid-Term Evaluation (IMTE) was completed in November 2018. DFAT supports the Evaluation's recommendations to UNCDF. As a SHIFT Board Member, DFAT takes note of the recommendations flagged for the Board's attention. These include that UNCDF strengthen resource mobilisation; increase the focus on policy/advocacy and learning/capacity building with a continued emphasis on gender and inclusion; improve the effectiveness of SHIFT challenge funds and improve tracking of beneficiary outcomes.
