Description

This program design document details the Samoa School Fees Grant Scheme. The Scheme is designed to lower the private costs of schooling, particularly for the most vulnerable, and facilitate quality improvement in schools.

This document includes four annexes:

• Annex 1–School Level Financial Procedures and Accountability
• Annex 2–Monitoring and Evaluation Framework
• Annex 3–Primary students identified as at risk (%) at Year 4 (All schools, Government and Non-Government)–results from SPELL 1
• Annex 4– Primary students identified as at risk (%) Year 6, Government schools only–results from SPELL 2 Test.
