Summary

This evaluation is a mid-term review of the Provincial Capacity Building Programme Phase II (PCaB)in Papua New Guinea, which is aimed at improving the management of public funds at the provivincial level.

Description

The Provincial Capacity Building Programme Phase II (PCaB) is a five-year program (2008-12).

The goal of PCaB II is to strengthen the ability of provincial governments to manage their finances.

To meet this overall goal, the three primary objectives of PCaB II are to:

  1. decentralise financial management to the provinces
  2. improve the accountability and transparency of provincial finances
  3. improving the ability of provincial-level staff to manage their finances

This mid-term evaluation assesses whether the program is meeting these objectives.
