Provincial and Local-Level Governments Program Phase II: Design document

Summary

PLGP is the second phase of SNS that supports the Provincial Governments in capacity building so there is better service delivery at the lower level.

Description

The end of PLGP outcome is: increased capacity of provincial and local governments to implement and account for decentralised service delivery. PLGP will contribute to this outcome through three mutually reinforcing intermediate outcomes, to consolidate the progress that has been made to date in creating an enabling environment for decentralised service delivery:

  1. Strengthening the capacity of Provincial administrations to coordinate and manage the delivery of services, based on the determination of functions, with particular emphasis on the implementation capacity of districts and local level governments (LLGs)
  2. Enhancing demand for and evidence of service delivery improvement through improved mechanisms for performance monitoring and accountability between various levels of government, local politicians, civil society and the public at large and
  3. Promoting a joined up whole-of-government approach to decentralised service delivery that supports a coordinated approach and that recognises the respective mandates and responsibilities of central agencies, sector departments and lower level governments in delivering decentralised services.
