This document explores the impacts of Nepal's Local Self-Governance Act 1999. This Act expanded the mandates of local bodies in Nepal and allowed local governments to meet their basic infrastructure needs. The Act also called for a greater role for civil society in the everyday functions of local bodies, emphasising transparency, public accountability and popular participation. However, these provisions led to high expectations and difficulties in implementation due to lack of capacity at the local level, planning shortfalls and the onset of conflict. This report explores the evolution of local governance in Nepal and its effect on the health and education sectors, and recommends practical and policy interventions.
