A comprehensive planning document to guide the collection, analysis and use of data needed for program management, learning and accountability. It documents the data to be collected (including data sourcing, how often, from where and why it will be collected); baselines, targets and assumptions; how data is going to be analysed; and how reports will be developed and distributed. It also specifies the resources being applied to monitoring and evaluation.
