Summary of publication

This proposal seeks funding to assess the pilot implementation of the bottom-up processes (BUP) in planning and budgeting of national government agencies (NGAs) and local government units (LGUs). This is a response to the call for transparent, accountable and participatory governance by the GPH. The piloting was implemented in 561 municipalities and NGAs from February to May 2012. BUP intends to make planning and budgeting processes of more participatory.
