Summary of publication

This Grant Agreement provides the terms and conditions of Australian support to assess the pilot implementation of the Philippine Government program on Bottom-Up Processes in Planning and Budgeting.

AusAID provided a Php7,526,050 grant to DSWD to undertake the assessment of pilot implementation of the BUP. The study aims to determine the extent the BUP implementation; identify the deviations and alternative approaches utilised; assess the distinction of BUP implementation in different agencies and municipalities; identify the facilitating and hindering factors in the adoption of the BUP; provide policy recommendations on the possible revisions to enhance BUP and its scale-up.
