This document reports on the progress, achievements and issues during the second six months of the Pacific Horticultural and Agricultural Market Access Program implementation.

The report includes the following key achievements and issues in the July–December 2011 period:

  • Fiji and Tonga market access working groups performing most strongly, with active participation from private and public sector representatives.
  • Samoa and Vanuatu groups performing less strongly and Solomon Islands working group considered the weakest.
  • isolated problems with the role of some government representatives on the working groups.
  • further work needed to improve working group functioning and outreach, including to prioritise activities using evidence and analysis
  • work needed to improve the ability of national market access coordinators to effectively perform their role.
  • marked improvement in progressing Component 4 due to appointment of a market access specialist and a replacement team leader at the Secretariat of the Pacific Community's Biosecurity and Trade Services Team.

The report provides details of progress on the 39 approved market access activities, and highlights achievements in managing and reducing quarantine and other barriers to export/import of Pacific products (including papaya, aubergine and pineapple from Fiji).
