This document reports on the progress, achievements and issues during the first six months of the Pacific Horticultural and Agricultural Market Access Program implementation.
The report notes that while the managing contract was signed on 20 January 2011, contractor mobilisation did not occur until 1 May due to delays in finalising the subsidiary arrangement. The report highlights similar achievements to the 30 June 2011 Quarterly Exception Report, plus progress in formalising the role and function of market access working groups with government in each country, and a one-week induction course held in Suva for national market access coordinators. It includes specific reporting on country market access development activities, and on overall program management and expenditure.
