This document is a brief report on progress, achievements and issues during the first quarter of the Pacific Horticultural and Agricultural Market Access Program implementation.

Achievements and issues highlighted in the report include market access working groups established and functioning in all countries to determine and manage country-level activities, 39 activities identified for support, work commenced on market access database to show what products can already be exported to various markets and under what conditions, continued problems recruiting/retaining staff at Secretariat of the Pacific Community to manage component 4 of the program, and a lack of cohesion and strategic direction in component 4 activities.
