This document summarises the managing contractor's progress in mobilising the management team and resources for the Pacific Horticultural and Agricultural Market Access Program January–March 2011.

The report notes that inception activities were delayed due to delay in finalising the Subsidiary Arrangement between the Government of Australia and the Government of Fiji. It states that AusAID advised the team not to visit Fiji or communicate with Fiji-based contacts until the Arrangement was in place. An inception workshop was held for the core management team, and discussions were held with AusAID and with the Department of Agriculture, Fisheries and Forestry.
