Description

This document details the design for the Pacific Horticultural and Agricultural Market Access Program including analysis, rationale, description, implementation management arrangements and appendices with additional program details and analysis.

The design is for an eight-year program in two phases: 2009–13 and–dependent on effective Phase 1 performance–2013–2017. Cost estimate for Phase 1 is $14 million. The goal is to increase exports of high value primary products from Pacific countries, contributing to increased economic growth and improved rural livelihoods. Geographic focus in Phase 1 is Fiji, Samoa, Tonga, Vanuatu and Solomon Islands. The Program Management Office will be located at the Secretariat of the Pacific Community in Suva, with limited Secretariat involvement in program management initially, but gradually increasing over time. Activities will include helping the target countries with market access submissions, implementing market access requirements (e.g. quarantine), research and development, and regional technical assistance.
