Nepal School Sector Reform Program: Mid-term evaluation background paper—policy and implementation

Summary of publication

This study reports on the findings of a pilot study on awareness and understanding of SSRP policy provisions at the school level in Nepal. It finds that for seeing the applicability of the study design.

The pilot study was based mainly on conversational interaction with head teachers and teachers, members of School Management Committee and Parents Teacher Association, parents, and students in five community (public) schools in Lalitpur District.

The study revolved around four themes: accessibility of policy provisions to local school actors, understanding of those provisions, implementation situation, and participation in the school processes. The study revealed that the local school actors have little information about different policy provisions, and what little knowledge they have is partial, and gained through verbal channels, indicating the need for substantial improvement in the Ministry of Education support system.

The finding also indicates head teachers' inability to access policy provisions. The study noted that the visited schools were progressing in terms of student size and infrastructure development, however, the schools were functioning without consideration to the SSRP objectives such as developing a better learning environment in the school, making the school system transparent and accountable, and promoting participation in school processes.
