This is the management response to an independent review of the progress of Tingim Laip Phase 2, an HIV prevention program for high-risk settings in PNG.
This Independent Review assesses the progress of Tingim Laip Phase 2, an HIV prevention program for high-risk settings in PNG run by managing contractor, Cardno Emerging Markets, in 2012, after two years implementation. It was tasked with making recommendations for Tingim Laip Phase 2's continuation and improvement–or cessation.
The report found that Tingim Laip Phase 2 drifted away from its original mandate of HIV prevention in high risk settings to general population awareness; and needed to improve targeting of 'key affected populations' like sex workers and men who have sex with men; and, links to HIV/STI services.
AusAID and NACS look forward to seeing the report's recommendations implemented in full. We note that the current TL2 management team has also identified the drift away from the original purpose, and are taking steps to correct this, as their Quarter 1 report for 2012 shows.
