Mama Graon Vanuatu Land Program: Six Monthly Report, April 2012

Summary of publication

The report highlights activities between October 2011 and March 2012. During this period, the land program arranged consultations in Tafea and Malampa for the Malvatumauri National Council of Chiefs.

The program collected data on Port Vila properties for a valuation database and improveed the Digital Cadastral Database. It identified options to computerise Vanuatu's land registry, reduced a land registry document backlog and produced new land registration procedures. The program used radio and television to promote discussion of land issues. It completed a land-related conflict management assessment and reviewed the Customary Land Tribunal Unit, the Malvatumauri and surveying activites.

The report highlights several problems. These included that the organisations represented on the high level policy and management committee were not attending scheduled meetings (although this was not affecting the program). A costly problem was recruiting and retaining the right mix of national and international technical advisers.

The report also noted overlapping programs in custom governance. It observed that key partners (the Land Sector Coordination Unit, Malvatumauri and Customary Land Tribunal Unit) were under-resourced to jointly deliver the land program. The report cautioned that careful analysis of computerisation options was required to ensure a well-informed decision on sustainable technology for the Land Registry Office.
