Making and shaping public policy in Timor-Leste: Institutions, actors and the weight of political history

Summary of publication

This paper assesses the way those outside Government engage in the public policy discourse in Timor-Leste. It examines the formal institutions established under the Constitution to make and authorise public policy, the actors shaping and informing public policy choices (including those outside government) and the influence of political history in positioning policies and actors.
