Summary of publication

The Quality at Entry (QAE) report reviews the design of Australia's contribution to the MRC Integrated Capacity Building Program.

It rates the proposed initiative as being of adequate quality and identifies areas for improvement in linkages to the Lao National Water Resources Strategy and Action Plan 2011-15. It also highlights the need to involve the Lao Water Resource and Environment Agency in the monitoring and evaluation process.

The importance of ongoing liaison with the ADB was also noted. Actions identified during the QAE process are detailed to indicate feedback was incorporated in the design.
