Summary

This is the management response to the Indonesia Strengthening Public Procurement Program (ISP3) to date and provides recommendations on future procurement reform investments.

Description

The Indonesia Strengthening Public Procurement Program (ISP3) was started in January 2008 and will end on 30th of June 2011. The program's overall purpose was to assist the Government of Indonesia to improve the efficiency, transparency and accountability of the national public procurement system. ISP3 consists of 2 components:

  • Component 1: Improve the institutional & regulatory environment for procurement at the national level;
  • Component 2: Strengthen procurement process in targeted provinces and districts.

The objective of this independent evaluation was to assess the performance of the ISP3 program to date and to provide recommendations to the Australian Agency for International Development (AusAID) on future directions for AusAID's investment in the procurement reform area after the end of the current ISP3 program. The scope of the evaluation was to: assess and rate the program's performance against the evaluation criteria in particular relevance, effectiveness, and sustainability; and to provide recommendation on the future AusAID support in procurement reform and/or an exit strategy.
