The STRIVE ICR is one part of the three part Education Program Review which intends to inform the development of the Australian aid program's new education program delivery strategy (2011-16) and the design of new initiative/s in basic education.
The ICR provides practical lessons and recommendations to inform the theory of change for the emerging Philippines Program Education Delivery Strategy. It also provides lessons learned and guidance on the focus and approach for successor activities. The approach for the review - that is being part of a broader Education Program Review - allowed the Review Team to evaluate STRIVE within the context of the broader Australian aid support to education.
Drawing from and building on the analysis of the STRIVE Independent Progress Review (IPR) in 2009 and the efficiency analysis of the Resources Review Phase 1 in early 2010, the ICR evaluated and rated STRIVE implementation based on the following criteria: Relevance, Effectiveness, Efficiency, Analysis and Learning, Sustainability, Monitoring and Evaluation and Gender.
