This document provides information on the implementation of Samoa's National Energy Policy, Component 3–Regulatory and Policy Reform in the Power Sector. This technical assistance project provided advisory and legal services to support the Government of Samoa in:

1. designing a regulatory framework for the power sector
2. drafting legislation
3. establishing a regulator for the power sector
4. developing an energy demand-side management and energy conservation strategy.
