Description
The plans are the output of a five-day corporate planning retreat that the Ministry of Infrastructure and Public Utilities held in December 2010 to produce a more unified, systematic and prioritised approach to Vanuatu's infrastructure development, considering the resources and interests of all stakeholders. Part one (sections 1-5) provides the Ministry's vision of more efficiently marshalling resources for infrastructure in Vanuatu. It highlights the need for major reforms in human resource management, policy and planning, legislation, and service delivery. It includes a strengths, weaknesses, opportunities and threats analysis of the issues facing Vanuatu's infrastructure development. Part two (Ministry of Infrastructure and Public Utilities Corporate Plan 2011) is a detailed plan of actions, strategies, responsibilities, resources and performance indicators to achieve the Ministry's three objectives 2011-2013. Parts three and four (Ministry of Infrastructure and Public Utilities Business Plan 2011) are a more detailed plan of several hundred actions under the Corporate Plan strategies for the Ministry's twelve departments/units and statutory bodies to implement in 2011.
