This document details the achievements and challenges of first six months of the Fiji Health Sector Support Program which commenced on 1 July 2011.

The first annual report notes that during July-August 2011 the contractor established the program management office and procedures (e.g. for financial management and communication), and briefed team members and partners on the program. From mid-August to December 2011 the contractor commenced work planning, budgeting and some start-up activities e.g. training in obstetrics, paediatrics, dietetics, midwifery and mental and oral health.

The report identifies three recurring challenges for program delivery:

limited absorptive capacity in Ministry of Health, with high staff turnover and vacancies at each level of the health system delaying delivery
problems in effectively and efficiently formulating detailed proposals for support under the program.
weak monitoring and evaluation systems in the Ministry of Health do not support evidence-based decision-making on service delivery.
