Summary of publication
This report documents the Framework which will be used to assess the performance of the Public Sector Capacity Development Program (PSCDP). This Performance Assessment Framework (PAF) builds on findings from the 2008 - 2009 annual planning process which revealed that the existing PAF was facilitating the collection, analysis and use of extensive data to report o nthe implementation of activities, but that there was limited ability to report on progress at the program outcome level. This PAF retains a focus on activity level monitoring and evaluation, but also seeks to enable higher level measurement of progress against overarching program outcomes.
