Summary of publication
This document reviews Australia's strategy and activities in support of economic development and management in East Timor. It assesses the appropriateness of the strategy and programs in this area – in particular the Public Sector Capacity Development Program (PSCDP) and the Ministry of Planning and Finance Capacity Building Project (MPFCBP) – and offers advice to AusAID and the Government of East Timor on how to improve the effectiveness of the strategy and program implementation. It finds that the original Goals and Purpose for both MPFCBP and PSCDP remain relevant and continue to meet the need of establishing basic Civil Service functionality.
