Summary of publication

This document is the first annual implementation plan (for the period September 2006 to September 2007) prepared by the Managing Contractor GRM. The plan provides an overview of the program's goals (building public sector individual and institutional capacity) and a summary of activity progress. The document outlines an implementation strategy for planned support - including a separate strategy for the ADS program. A work plan and summaries of expenditure are provided as Annexes to the document.
