This Project Appraisal Document describes the context and implementation arrangements for the Planning and Financial Management Capacity Building Program. It states that the program's goal is to strengthen and make more transparent the Government of East Timor's planning, budget, and financial management performance over five years. the Government of East Timor's Ministry of Finance is the implementing agency. The PFMCBP is financed by a number of development partners.
