This report presents the findings and recommendations of the Mid-Term Review (MTR) of the Collaboration for Agriculture and Rural Development(CARD) Program. The main overall finding of the MTR is that the CARD Program is being implemented effectively and to a high standard, with all stakeholders satisfied with the effectiveness and appropriateness of the Program's amended objectives and activities. The Program is implemented in a time of change and development in the overall structure and focus of MARD and the wider science and technology research management system.
