The planning document endorsed by the Program Coordination Committee comprising of representatives of AusAID and Partner Government Agency (Ministry of Education and Training) outlines the implementation strategy and plan for all aspects of the scholarships program activities in 2012–13. It includes detailed implementation plans for four interconnected and mutually reinforcing strategies:

1. General Awareness and Promotion Strategy
2. Academic Advising Strategy
3. Reintegration and Alumni Strategy
4. Gender Equality and Social Inclusion Strategy.
