This design document describes the context, objectives and implementation arrangements for the Australian Community Development and Civil Society Strengthening Scheme (ACCESS) Phase II. The core purpose of this program is to help ordinary Indonesians through strengthening community based organisations and creating mechanisms for constructive interaction with local governments on the allocation of available funds for priority development needs.
