Australia Pacific Technical College: Design Document

Summary of publication

This document details the design for Stage II of the Australia-Pacific Technical College (2011-2015) including methodology, context and analysis, description, and management and implementation arrangements.

The design proposes funding of around $152 million (similar to Stage I funding) for continued operation of the schools of Automotive, Construction and Electrical and Manufacturing (SACEM), Tourism and Hospitality (STH), and Health and Community Services (SHCS) across four campus countries (Papua New Guinea, Fiji, Vanuatu and Samoa).

The design for Stage II differs from Stage I in the following:

  • to reduce costs, there will be a single contract to manage the whole college, rather than separate management of each school.
  • labour market intelligence will be used for Annual Training Profiles to determine graduate target numbers, and the college will use industry demand analysis to determine course profiles.
  • the college will assess potential expansion of the health and community services school to include allied health, childcare, early childhood, aged care and community development.
  • the college will assess feasibility of a new venue in Papua New Guinea for hospitality training and a Honiara campus to meet Solomon Islands demand.

A new Centre for Professional Development will support internal professional development and build on unintended Stage I benefits to national institutions.
