Description

This document reports the findings of a rapid assessment of the ASEAN Plus Three Emerging Infectious Diseases (EID) Programme Phase II. The goal of the programme was "To reduce the economic, social and disease burden that results from emerging infections that threaten the region". The objective was: "To enhance regional preparedness and capacity through integrated approaches to prevention, surveillance and timely response to emerging infectious diseases". The emphasis of this evaluation was on capturing lessons of particular relevance to a planned Phase III of the programme. The assignment commenced with an extensive document review. The perspectives of a range of stakeholders were triangulated through key informant interviews. The findings of the rapid assessment were reported against the five Development Assistance Committee (DAC) evaluation criteria (relevance, effectiveness, efficiency, impact, sustainability) and AusAID's additional criteria (gender equality, M&E and learning).

The programme supported a total of seventeen discrete projects during the two years of effective implementation work. In addition, the programme funded two institutional support initiatives (ASEC-ONE Health and Pandemic Preparedness and Response). The overall finding of this rapid assessment was that Phase II of the programme was well implemented within the limits of the design, and developed several key elements of a system for regional EID preparedness, prevention, surveillance and response. Several of these key elements are nascent, and there remains a need for integration, and further work is required to operationalise some of the mechanisms. Without a Phase III of the programme, the Phase II work is likely to remain fragmented, and unsustainable.
