DFAT has approached the market seeking suppliers for the DEV+ Panel through a one-step procurement process published on AusTender.
The DEV+ Panel will offer DFAT and other government agencies a centralised resource for accessing expert services that contribute to the effective and efficient delivery of international development assistance. It will enable users to contract support across all stages of international development activities including design, procurement, assurance, implementation, and evaluation.
The Panel’s objectives are to strengthen the impact and effectiveness of Australia’s international development investments, provide timely, high-quality advice and support, and build the department’s capability to deliver international development programs with confidence and agility. The panel will be established for a period of 4 years with contract extension options up to a total of 10 years.
General Information – Head Agreements
Panel categories will be available for use in phases. Within each category, Head Agreements with preferred tenderers will commence progressively. All Head Agreements will conclude on 31 October 2029 irrespective of commencement date.
Where a supplier has tendered for more than one category, outcomes for all tendered categories must be finalised before a Head Agreement can be entered into with that supplier.
All suppliers without a current Due Diligence (DD) assessment will be required to undergo DD. Where a supplier has an existing DD assessment, it may need to be updated to align with Panel requirements. For suppliers tendering across multiple categories, DD assessments may be undertaken in parallel with evaluation of any remaining categories.

Category A: Design – in evaluation. Suppliers expected to be engaged in Quarter 2, 2026.
Category B: Monitoring, Evaluation and Learning (MEL) – in evaluation. Suppliers expected to be engaged in Quarter 2, 2026.
Category C1: Due Diligence and Accreditation – in evaluation. Suppliers expected to be engaged in Quarter 2, 2026.
Category C2: Safeguarding – in evaluation. Suppliers expected to be engaged in Quarter 2 - Quarter 3, 2026.
Category D1: Probity Services (non-legal) – in evaluation. Suppliers expected to be engaged in Quarter 2, 2026.
Category D2: Procurement Evaluation Support - in evaluation. Suppliers expected to be engaged in Quarter 2 - Quarter 3, 2026.
