DFAT is currently designing a Private Sector Development Program (PSDP) to support Timor-Leste’s private sector growth. The PSDP will extend Australia’s longstanding partnership with Timor-Leste in supporting its economic resilience and diversification. The PSDP is anticipated to be up to AUD80 million in value and be implemented for up to ten years (five plus five years). It is planned to commence in the second half of 2026.
Subject to design completion and internal approvals, DFAT intends to approach the market for a managing contractor to implement the PSDP. The approach to market is expected to be through a two-step procurement process (Request for Expression of Interest and Request for Tender), which is expected to be advertised on the AusTender website, by September 30, 2025.
